One of the most popular programs for business people who want to settle in Quebec with their families as permanent residents. It is the only program that doesn't require holding a job or being actively involved in running a business.

After a 4-year moratorium, the Quebec Immigrant Investor Program has finally reopened. Since 2024, Immigration Québec has been accepting applications in this category in order to obtain permanent Canadian residency.

In operation for over 35 years, this program offers a permanent immigration option to business people wishing to settle in the “Belle Province” and benefit from the advantages of Canadian permanent residency.

The program requires a passive investment, 100% guaranteed by the Quebec government. It does not require the acquisition or creation of a business, or risky investments.

Program Benefits

Living in French while having access to the entire North American market is one of the significant advantages of this program. Indeed, the advantages that distinguish the Immigrant Investor Program include the following:

  • Age is not a disqualifying factor, unlike in other categories
  • Fast processing times (estimated at ±6 months), as the moratorium has allowed all inventory in this category to be cleared
  • The investment is required only after the file has been accepted by Immigration Québec, and can be mostly financed
  • Establishment in Quebec within months following the investment and issuance of an entry permit
  • Upon arrival in Quebec, the Investor’s status allows him/her to be free in his/her daily life
  • Normally, within 3 years of the investment, the Investor will obtain unconditional Canadian permanent resident status for himself and his accompanying family (spouse and children under 22)
  • Have, alone or with your accompanying spouse or common-law partner, a net worth of at least C$2,000,000
  • Demonstrate the lawful origin and accumulation of your net worth
  • Have at least 2 years’ management experience acquired in the 5 years preceding the selection application
  • Have a knowledge of spoken French corresponding minimally to level 7 (Intermediate/B2) or higher on the Quebec scale of French proficiency levels (test required or high school diploma accepted by Immigration Québec, obtained in France, Belgium or Switzerland)
  • Hold a diploma corresponding minimally, in Québec, to a secondary school diploma, obtained before the date of submission of the application
  • Sign an investment agreement with AURAY Capital Canada (financial intermediary authorized by Immigration Québec)
  • Pay government processing fees ($17,380)
  • Make a 5-year term risk-free investment, at 0% interest of CA$1,000,000 (guaranteed by the Quebec government), at 0% interest, with a Quebec government corporation, and make a financial contribution of CA$200,000 to that corporation. The investment must be made through AURAY Capital Canada, within 120 days of the Quebec government’s positive decision
  • Within 2 years of receiving authorization to stay temporarily in Quebec, you must stay in Quebec for at least 12 months (of these 12 months, 6 months may be spent by your spouse or de facto spouse)

 

Investment financing
  • To help you preserve capital, AURAY Capital Canada offers a pre-authorized financing plan that can cover up to 70% of the investment amount.
  • With the cash you keep by using the financing, you could, if you wish, make other investments that are more profitable than the 0% investment.
Before submitting your file to Immigration Québec
  1. Provide AURAY Capital Canada with certain basic documents for a preliminary analysis
  2. If the preliminary analysis is satisfactory, you must collect the documentation in accordance with government requirements* and submit it to your representative, including the required fees
  3. You must present an Attestations of test results or French evaluation diplomas accepted by  Immigration Québec to demonstrate your level 7; this test is not required for those who can present a high school diploma accepted by Immigration Québec, i.e. a general, vocational and technological baccalaureates issued by the French Ministry of Education or a Certificat d’enseignement secondaire supérieur (CESS) issued by the Government of the French Community of Belgium, a Certificat de maturité issued on completion of studies at a school in a French-speaking canton of Switzerland
  4. You and your family come to visit Quebec (optional)
  5.  AURAY Capital Canada ensures that the file is complete to improve the chances of acceptance
  6. The file is submitted to Immigration Québec
After submitting your file to Immigration Québec
  1. An acknowledgement of receipt is issued by Immigration Québec
  2. You may be invited to a selection interview in Montreal, or Immigration Québec will issue a decision based on your file
  3. If you meet all the requirements of the program, you will receive a request from Immigration Québec to proceed with your investment
  4. You must make the required investment within 120 days following Immigration Québec’s request, and decide at that time with AURAY Capital Canada whether or not to finance your investment
  5. AURAY Capital Canada receives the funds, arranges the financing (if applicable) and transfers the funds to the Quebec government
  6. A 5-year term note confirming the C$1,000,000 investment will be issued by the Quebec government in your name, and you will also receive a confirmation of receipt of the C$200,000 financial contribution
  7. Immigration Québec will send you a letter of support for the early entry application, allowing you to apply for an open work permit through Immigration Canada (there’s no obligation to work), thereby giving you and your accompanying family the right to stay for a period of 3 years
  8. You or your representative must submit the work permit application within 6 months following the date of the notice of intent to select.
  9. Issuance of work permits by Immigration Canada
  10. You must arrive in Quebec within 6 months of obtaining your work permit
  11. Within two years of receiving your work permit, you must stay in Quebec for at least 12 months. Of these 12 months, a period of at least 6 months must be spent by you, and the other 6 months may be spent by you or your spouse or de facto spouse
  12. Once the 12-month stay has been proven, Immigration Québec issues Quebec Selection Certificates (CSQ) for you and your accompanying family members.
  13. An application for permanent residence is then submitted by you or your representative to Immigration Canada
  14. Verification of your criminal records and those of your spouse or common-law partner, as well as those of any accompanying children aged 18 and over.
  15. Immigration medical exam for you, your spouse or common-law partner, and your children
  16. A permanent resident visa is issued to you and your accompanying family, with no conditions attached
  17. You and each of the family members included in your application must arrive in Canada before the expiry date indicated on your permanent resident visas.

General Steps to Follow

  8. You or your representative must submit the work permit application within 6 months following the date of the notice of intent to select.
  9. Issuance of work permits by Immigration Canada
  10. You must arrive in Quebec within 6 months of obtaining your work permit

  12. Once the 12-month stay has been proven, Immigration Québec issues Quebec Selection Certificates (CSQ) for you and your accompanying family members.

  14. Verification of your criminal records and those of your spouse or common-law partner, as well as those of any accompanying children aged 18 and over.
  15. Immigration medical exam for you, your spouse or common-law partner, and your children
  16. A permanent resident visa is issued to you and your accompanying family, with no conditions attached
